Tibetan settlements in India house the largest population of Tibetan exiles and are crucial repositories of Tibetan culture and nationalism in the political struggle for Tibet. The settlements privilege the moral narrative of statelessness as an integral part of the Tibetan struggle. However, given the precarity of land tenure, these settlements are steadily hollowing out, with an increasing number of Tibetans choosing to migrate out of India. In response, the Central Tibetan Administration (CTA) and the Indian government have jointly framed the Tibetan Rehabilitation Policy (TRP) to consolidate the Tibetan population in India. The TRP functions as a disciplinary regime that is delivered through a centralised process for creating secure land tenure for Tibetan settlements, and aims to retain the Tibetans as a stateless population in India. Using three case studies of Tibetan settlements across India, we demonstrate that Tibetans are resisting this moral injunction of statelessness by opting out of the disciplinary logic of the TRP. This resistance includes processes of outmigration and pursuing citizen-like claims in India. These forms of resistance reflect the fragmentation within the exile community over the political value of statelessness, with many Tibetans exploring new ways to imagine their struggle as rooted in citizenship claims.

Disciplining Statelessness: Fragmentary Outcomes of the Tibetan Rehabilitation Policy in India

We examine the open-economy policy trilemma to gauge the stability of international macroeconomic arrangements. Using data from 1970 to 2017, we examine the relationship among the trilemma policy, foreign reserves and trade openness for the Indian economy. Using the ARDL Bound Test, we confirm the long-run relationship between the trilemma policy, foreign reserves and trade openness. Further, using a non-linear threshold model, we also estimate the foreign reserves threshold level for the Indian economy. Our findings suggest that a low foreign reserve level increases the policy dispersion in the trilemma. Therefore, it could be more difficult for the Government of India to achieve a stable exchange rate, independence of monetary policy and open economy concurrently. Further, we also report trilemma ineffectiveness when the foreign reserves are above the threshold. If this happens, it will harm the Indian economy in terms of reduction in real output and higher inflation. © 2020 Elsevier B.V.

Non-linear analysis of international reserve, trade and trilemma in India

This article analyses the politics of the literary canon of the early twentieth century Malayalam novels with particular focus on the impact of the novel Indulekha (1889) in literary history. The inception of novel as a literary genre is widely regarded as a point of departure for Malayalam literature leading to the development of modern Malayalam, thereby shaping a distinct Malayali identity. Interestingly, the literary histories which established the legacy of Malayalam prose tend to trace a linear history of Malayalam novels which favoured the ‘Kerala Renaissance’ narrative, especially while discussing its initial phase. This calls for a perusal of the literary critical tradition in which the overarching presence of Indulekha has led to the eclipsing of several other works written during the turn of the twentieth-century, resulting in a skewed understanding of the evolution of the genre. This article would explicate in detail, on what gets compromised in canon formation when aesthetic criteria overshadow the extraliterary features. It also examines how the literary history of early Malayalam novels shaped the cultural memory of colonial modernity in Kerala. © AesthetixMS 2021.

The Indulekha moment and the Malayalam literary canon: On the literary history of the early twentieth-century novels in Kerala, South India

Buddhists endorse the concept of human actions and their consequences as they uphold the doctrine of karma. However, they deny the existence of a ‘permanent self’. Few questions arise in this regard. If a permanent self does not exist then who guides a person to decide the course of an action? How does a person choose to perform an action of the many alternatives in a situation? Who takes responsibility for the consequences of an action? This paper attempts to answer these questions by reinterpreting the Buddhist’s ‘no-self’ theory from epistemological and logical perspectives. This paper argues that Buddhists while rejecting the existence of a ‘permanent self’ affirm the existence of impermanent psychophysical entities (five skandhas). The mereological sum of these psychophysical entities is known as a ‘person’ who performs actions. Buddhism and no-Self Theory: Examining the Relation between Human Actions and Moral Responsibility

This paper explores the relationship between financial constraints and firm participation in global value chains (GVC). We use a rich firm-level data belonging to the Indian manufacturing sector for the period 2001–2016. Controlling for endogeneity and sample selection bias, our empirical outcome reveals a negative impact of financial constraint on firm GVC participation. We also find that inter-firm trade credit fosters firm participation in GVCs. Our findings also highlight that firms dependent on external finance find it challenging to participate in GVCs. Further, sub-sample analysis shows a significant effect of financial constraints in the case of small firms. Finally, we find that firms that are relatively more financially constrained are more likely to become a part of GVC (GVC starters) during the study period. Our findings have strong policy implication on the lines of promoting GVC participation for Indian manufacturing firms and hence remains of interest for policymakers. © 2021 Informa UK Limited, trading as Taylor & Francis Group.

Financial constraints and global value chain participation: Firm-level evidence from India

Multifibre agreement (MFA)–endorsed safe textile export markets were abolished in 2005. For India, scholars anticipated both enormous potential gain from the post-MFA free market and the threat of inevitably increasing competition. Researchers also emphasized selected channels to succeed, including effective exploitation of scale economies and technological upgradation, for fruitful market gain in this regard. Against this backdrop, we study the Indian textile industry from 1999–2000 through 2014–2015 to examine (1) the role of economies of scale to achieve efficiency gain and therefore competitiveness, (2) the industry's efforts toward technological upgradation, and (3) its overall sustainability through net export expansion, profitability, and total factor productivity (TFP) growth. Results show that (1) size-efficiency nexus is positively significant and therefore the industry can achieve further efficiency gain and competitiveness by expanding scale of operations at the firm level; (2) despite considerable increase in R&D investments, the industry's overall production technological status has deteriorated in the post-MFA regime and therefore has substantial scope of improvement, possibly through more effectively using the prevailing technological upgradation funds scheme (TUFS) and other official arrangements; and (3) although India achieves sizeable net export expansion and TFP gains, the industry's profitability scenario seems bleak and requires further attention for its better sustainability. © 2021 John Wiley & Sons Ltd

Withdrawal of the multifibre agreement and Indian textile industry: Concerns, efforts, and achievements

Introduction: One of the targets of the END-TB strategy is to ensure zero catastrophic expenditure on households due to TB. The information about household catastrophic expenditure is limited in India and, therefore difficult to monitor. The objective is to estimate household and catastrophic expenditure for Tuberculosis using national sample survey data. Methods: For arriving at out-of-pocket expenditure due to tuberculosis and its impact on households the study analyzed four rounds of National Sample Survey data (52nd round-1995–1996, 60th round-2004–2005, 71st round-2014–15, and 75th round 2017–2018). The household interview survey data had a recall period of 365 days for inpatient/ hospitalization and 15 days for out-patient care expenditure. Expenditure amounting to >20% of annual household consumption expenditure was termed as catastrophic. Results: A 5-fold increase in median outpatient care cost in 75th round is observed compared to previous rounds and increase has been maximum while accessing public sector. The overall expense ratio of public v/s private is 1:3, 1:4, 1:5, and 1:5, respectively across four rounds for hospitalization. The prevalence of catastrophic expenditure due to hospitalization increased from 16.5% (52nd round) to 43% (71st round), followed by a decline to 18% in the recent 75th round. Conclusion: Despite free diagnostic and treatment services offered under the national program, households are exposed to catastrophic financial expenditure due to tuberculosis. We strongly advocate for risk protection mechanisms such as cash transfer or health insurance schemes targeting the patients of tuberculosis, especially among the poor. © Copyright © 2021 Prasad, Tripathy, Muraleedharan and Tonsing.

Rising Catastrophic Expenditure on Households Due to Tuberculosis: Is India Moving Away From the END-TB Goal?

The study investigates economic growth and club convergence in a cross-country framework from 1970–1971 to 2014–2015. In particular, we test the club convergence hypothesis through a non-parametric and spatial interaction setting. The kernel density estimate shows a cyclical behaviour of per capita incomes, albeit following a common steady state. The conditional distribution is concentrated around the mean indicating a similar relative position across the heterogeneous countries. The transitional probabilities are strong enough to demonstrate a significant sign of clubbing. On testing the convergence hypothesis, we perceive strong evidence of club convergence across the countries. A persistent spatial dependence is unveiled across the proximities, therefore confirming the neighbour's effects in club formation. The study realizes a need to harmonize the interaction between the countries to improve the conditions for achieving long-run sustained economic growth. © 2021 John Wiley & Sons, Ltd.

Economic growth and club convergence: Is there a neighbour's effect?

Background Health outcomes in India are characterized by pervasive inequities due to deeply entrenched socio-economic gradients amongst the population. Therefore, it is imperative to investigate these systematic disparities in health, however, evidence of inequities does not commensurate with its policy objectives in India. Thus, our paper aims to examine the magnitude of and trends in horizontal inequities in self-reported morbidity and untreated morbidity in India over the period of 2004 to 2017–18.Methods The study used cross-sectional data from nationwide healthcare surveys conducted in 2004, 2014 and 2017–18 encompassing sample size of 3,85,055; 3,35,499 and 5,57,887 individuals respectively. Erreygers concentration indices were employed to discern the magnitude and trend in horizontal inequities in self-reported morbidity and untreated morbidity. Need standardized concentration indices were further used to unravel the inter-regional and intra-regional income related inequities in outcomes of interest. Additionally, regression based decomposition approach was applied to ascertain the contributions of both legitimate and illegitimate factors in the measured inequalities.Results Estimates were indicative of profound inequities in self-reported morbidity as inequity indices were positive and significant for all study years, connoting better-off reporting more morbidity, given their needs. These inequities however, declined marginally from 2004(HI: 0.049, p&lt; 0.01) to 2017–18(HI: 0.045, P&lt; 0.01). Untreated morbidity exhibited pro-poor inequities with negative concentration indices. Albeit, significant reduction in horizontal inequity was found from 2004(HI= − 0.103, p&lt; 0.01) to 2017–18(HI = − 0.048, p&lt; 0.01) in treatment seeking over the years. The largest contribution of inequality for both outcomes stemmed from illegitimate variables in all the study years. Our findings also elucidated inter-state heterogeneities in inequities with high-income states like Andhra Pradesh, Kerala and West Bengal evincing inequities greater than all India estimates and Northeastern states divulged equity in reporting morbidity. Inequities in untreated morbidity converged for most states except in Punjab, Chhattisgarh and Himachal Pradesh where widening of inequities were observed from 2004 to 2017–18.Conclusions Pro-rich and pro-poor inequities in reported and untreated morbidities respectively persisted from 2004 to 2017–18 despite reforms in Indian healthcare. Magnitude of these inequities declined marginally over the years. Health policy in India should strive for targeted interventions closing inequity gap.

Horizontal inequity in self-reported morbidity and untreated morbidity in India: Evidence from National Sample Survey Data

Nacre, a composite layer present in sea-shells, exhibits a remarkable combination of toughness, strength, and stiffness through its brick–mortar micro-structure, acting as a template for novel materials. Strength, one of nacre's important properties is highly variable due to distribution of underlying material's properties as well as various defects present in its micro-structure. Presently, researchers assume the Weakest-link hypothesis and consequently use the Weibull distribution to model this variability. However, this assumption is theoretically unproven for biological materials such as Nacre and extrapolation of the same to predict rare but catastrophic behavior would be incorrect. In this article, the suitability of Weibull distribution to account for the variability of strength in nacre is tested, using multi-scale models, developed using FEM. Through Monte Carlo based numerical experiments and Renormalization Group (RG) based arguments, it is shown that the Weakest-link hypothesis, which is commonly used to justify the use of the Weibull distribution, does not seem to hold for nacre. Micromechanics and non-local homogenization based distributions such as the one suggested by Luo and Bazant (2019) might be more appropriate for accurate extrapolation to the low probability tail. © 2021 Elsevier Ltd
